I recently sold something on eBay, and the buyer paid with Paypal. However, even though I have unconfirmed addresses blocked on my payment-receiving preferences, they still sent me a payment with an unconfirmed address. Come to find out, I hadn't blocked "non-U.S." payments, and so this payment was allowed to come through. Even though I state on my auctions that I only ship within the U.S., and the buyer listed a CA address.

And, dumbass me....I forgot to put "Confirmed address required" on the listing itself. (I usually do). So, I just sent the buyer an email telling them that I can't ship to an unconfirmed address, and that they would need to provide me with a confirmed address. I was also concerned that Paypal lists their account as "Non-U.S.", but has a U.S. mailing address.

Any tips for how to handle this situation? Should I go ahead and refund the money right now, and hope she can submit a payment with a confirmed address? I don't really care if I have to relist the item, I'd rather take the extra time to do that, then to get scammed out of my $50. From the threads I've read on here, I think it would be incredibly stupid for me to just send the item out to the unconfirmed address.

And yes, I did fix my payment receiving preferences to BLOCK non-US accounts in the meantime.

I guess I'm just confused how you can have a non-US Paypal account, and list a U.S. address. Their ebay account is U.S. too....it just seems like an open invitation to a scam for me.

I should also add that the person is an ebay noob and has 90% FB. Ugh.

Refunded. Now I guess I get to wait and see if she resubmits payment. She has a neg for NPB already on her ebay account, so I'm not holding my breath.

Then I will wait and file a NPB with ebay. I think you can select "unconfirmed address" in the dispute process....?
