the W style number threw me off, originally the smaller waist contrasted with the huge hip and rise made me think mens. These are a 31 but the measurements are

Waist: 32
Rise: 8.5
Hips: 43
Thigh: 12
Inseam: 29
Boot: 8

You're right. Those are some huge horseshoes/pockets (for women's jeans). That must be a defective pair.

I think a 31 in men's would be closer to 35-36 inches in waist. All my pairs are 29 or 30 and between 32-34.
