Yes, we need some additional, closeup, and clear pics to provide proper authentication.

16" aligned is big for a size 28, but a real pair is rigid cotton so perhaps it has been stretched out by the previous owner. Perhaps measurements were taken when not washed yet, and when done so could shrink it up some. I don't know. It's just a possibility.
