According to ebay "If your seller doesn't complete the transaction, we recommend opening a case to report the issue." You have to go to the resolution department to file the issue (the top right of any ebay page under the customer support tab) and select that you have not received the item you've paid for. It may not let you right away since it hasn't been long since you paid or the item was won or even worse, if she refunded you already since it will show that you haven't paid (lovely automated system) so you may have to talk to ebay directly regarding this issue (either by phone or live chat if available) You most likely won't ever see those shoes in this lifetime, but at least she will get a mark on her account and get suspended if she continues this practice. You could always bid on them again (and hopefully win them at .99) and if she does it again, that's two strikes and so on and get he kicked from ebay, but that's another story. Anyway, good luck and I hope you get your shoes or at least get the seller in trouble for breaking contract as this is unfair since you won fair and square.
