Shipping to Thailand

I am really trying not to ship internationally, but in the past few days I have received numerous requests to ship all over. I have a potential buyer for a pair of jeans (starting bid $70) who has asked me more than once to make an exception and "she holds all responsibility after it ships" whatever that means. My question is how do I ensure she pays any duties or taxes? I have never shipped to there before and don't know how t do this. Should I just pass or is it safe?

USPS Express mail... ask them to confirm that they will pay all customs/duty associated with importing the item prior to purchase.
