ebay question--feedback required to release payment?

I won a pair of boots on ebay. Wasn't thrilled about the representation of their condition, kind of mentally debated returning or trying for a partial, but they are kind of rare custom measurements, from a company out of business, so decided to keep.

Didn't leave feedback.

Seller sends me this message:

"Please leave feedback and mark as received so payment is released."

Paypal says the transaction is "completed." Is there any situation in which I would need to leave her feedback so that she can get her money? I don't think she deserves a positive but I definitely am not trying to keep her from getting paid.

Seller gets paid once Paypal confirms item was delivered IF they shipped w/ tracking. If not, feedback is the way to go.

If not, they wait 21 days to get paid.

Doesn't make sense. They wouldn't have sent you the boots without getting paid first.

Sounds like they just want feedback which is really annoying to ask for as a seller.

Actually Marc, Paypal does hold payments for as much as 21 days as the previous poster stated, in some situations. (For example, new sellers who are listing items that are commonly faked or sellers that have had a large amount of claims against them in the past) They will instruct the Seller to go ahead and ship the item and the funds will be released either when the buyer leaves positive feedback, when DC/tracking shows that it has been delivered for 3 days, or when it has been 21 days from date of sale.

Ok, thanks guys, left the positive. I didn't realize that these special circumstances could exist and that she had to ship without having received payment first.

That 21 day hold thing is a real pain in the ass. Last month I didn't have it, this month I do - even though I have a 100%, 5 star feedback rating. There was no notice. I just logged into paypal earlier this month and there was a hold on my funds. fun, fun, fun...

It's particularly fun when you ship internationally and you have to cover the shipping costs yourself.

You mean instead of using your PP balance? It's not like your totally out of the shipping cost. When the transaction is complete you will eventually get paid out.

You shouldn't have left feedback without receiving the boots first. She was supposed to go ahead and ship them first. They put this hold in place for certain sellers to protect the buyer (in this case, you).

I received the boots, decided not to leave feedback at all (I wasn't unhappy enough to return them--they are fairly rare semi-custom measurements from a company that went out of business 10 yrs ago so not likely to find a lot of others in circulation, but I thought her accuracy of description did not merit a positive).

Then it turned out that in order for the seller to receive her money I had to leave positive feedback. I don't think she deserved a positive, but I wasn't trying to cheat her out of money. I dinged her on the accuracy of description star, though.

I wonder what would have happened if I had never given her a positive? I assume ebay would ultimately have given her her money, since she did ship with DC, but maybe made her wait the 45 days?

The CS rep I spoke to at Paypal said there are 2 types of holds. One where they hold the money for 21 days no matter what. And there is another where they hold the money for 3 days after delivery confirmation, or I assume, positive feedback. The 3 day release of the hold is null if the buyer files some kind of complaint in the 3 day period.

Worst case scenario, she should get her money in 21 days, I believe. If she's on the 3 day release policy, she can get it 3 days after delivery confirmation, with or without positive feedback.

Yeah there was no reason you had to leave feedback. The seller gets their money within the prescribed time if you don't.
