International buyer won my domestic auction

When creating the ebay listing I chose "no international shipping" and just provided details for US, but didn't broadcast in the auction text "no international shipping" (my mistake). (It's a cheap item that would cost more to ship than the purchase price, so it just didn't seem worth the hassle of doing an international sale)

Auction won by someone in Ukraine, who did not contact first. It won't fit into a flat rate (well, really mushed up it might, but it would be best not to) so I wrote to let her know I only ship domestically, per the listing, will cancel transaction.

She is now writing back insisting that I can send it for $14 (not as far as I can tell), but I guess the main question is do I have to ship international because I don't say in text, only in the listing parameters, that I only ship to US?

Of course, you don't have to. It says in the auction your US shipping rate, and when you go to drop-down menu it is only the USA in there, isn't it? But how could she bid then? maybe her primary posting address was USA? Or it is just the way you have done your listing.. You ticked some box probably enabling anyone to bid. Can we see the auction link? ;)

In the drop-down there is a US shipping rate only, and it is only on ebay.com, but I think I forgot to explicitly block foreign bids (the screen where you check each region).

The problem isn't that she ticked some box enabling anyone to bid, it's that she DIDN'T tick a box to block international bidders from bidding.

cowgirl, change your buyer requirements. And no, you don't have to ship/sell to her.
