For fine lines, wearing a great s/s like the Neutrogena Dry Touch SPF 55 (it's stable and has the best UVA protection in US sunscreens) and sunglasses to prevent squinting would be your best bet. Also a really good c serum does wonders (as in increasing collagen production). Skinceuticals C&E ferulic is great- and cheap if you buy samples off ebay (one sample lasts three weeks used all over face).
Wrinkles are sun damage and decrease of collagen production, and expression lines. So sun protection and increase of collagen production are the way to go- as well as shielding from the sun to prevent squinting.
Regarding sunscreen, sadly most US sunscreens are unstable and would have to be reapplied every two hours because of that, and most have low UVA protection. You find lists on makeupalley.com, on the notepads of members "sunscreens" and "sunscreenFAQ".
To increase collagen production, your best bet are retinoids, best rx retinoids like Renova, Retin-A etc. Next would be retinaldehyde products by Avene, and then the much weaker retinol formulas. I wouldn't bother with that right now, but save it for later. Start with c serum, which does a great job of increasing collagen production and upping your sun protection (use in AM under sunscreen).
Oops, forgot: for simple moisture any basic facial moisturizer will do for eye area,too. If you're sensitive to certain ingredients, watch out for these.
