Quick question regarding Weight Issues

Hey guys, I'm kinda having a problem with my fitness routines right now, I hope u guys can help me out and give me some recommendations. Anyways, my current weight is 182 and I intend to keep it that way (maybe go down a bit to 175), but my problem is I wanted to reduce this damn fat that's covering my stomach. So is there any way to reduce ur body fat but at the same time adding more muscle to ur body (basically what I want is to make my stomach smaller and make my arms/shoulders bigger)? thanks for the help guys, have a great day
